What the real verifier adds

Cryptography, registry binding and current mandate state.

Mandate Rail’s sandbox verifier decodes a signed credential, checks its ES256 signature, issuer, time window and exact signed claims, resolves the registered mandate version, then evaluates the requested action against the mandate policy.

The receipt is a technical verification record. It does not determine whether the act is legally sufficient or lawful in the relevant jurisdiction.
