Information, not a service agreement

The site explains WhoActs, Mandate Rail and a proposed design-partner programme. It does not create access to a production service, grant a licence to software, promise availability or form a design-partner contract. Any pilot, connected environment, data processing or commercial engagement requires separate written terms.

WhoActs provides technical evidence of authority and policy checks. Whether that authority is legally sufficient depends on the transaction, governing documents and applicable law.

Illustrative and sandbox material

Example mandates, policy results, API requests and verification receipts use illustrative data. They are not customer records, legal decisions, production endpoints or evidence that an integration is certified, qualified or generally available.

Permitted use

• You may read, link to and quote short extracts from the public site with attribution.
• You must not probe, disrupt, overload or attempt unauthorised access to the website or any related system.
• You must not present WhoActs material as legal advice, certification, an official EU service or evidence of a customer relationship.
• You must not submit secrets, live credentials, unlawful content or another person’s data without authority.

Intellectual property

WhoActs, Mandate Rail, the site design, copy, diagrams and software materials are protected by applicable intellectual-property laws. Third-party standards, publications and marks remain the property of their respective owners. No licence is granted except the limited right to use the public website under these terms.

Official EU, standards and registry links are provided for context. We do not control their availability or content. We may correct, change, suspend or remove public website material without promising uninterrupted access.

Liability

Nothing in these terms excludes liability that cannot lawfully be excluded. Subject to that rule, the public site is supplied without a promise that every statement will fit your transaction or jurisdiction, and we are not responsible for decisions made solely from illustrative website content.

Law and changes

These website terms are governed by the laws of England and Wales, whose courts have non-exclusive jurisdiction. A separate contract may choose different terms for a design-partner engagement. The date at the top identifies the current website version.
