European wallet context

Organisational identity needs transaction-specific authority.

WhoActs is building the mandate layer between an organisation, its representatives, wallet-held evidence and the relying party’s policy decision.

Positioning boundary

WhoActs is not an EU institution, official EU wallet, QTSP, QEAA provider or certified service.

What the frameworks establish

Common rails for trustworthy digital interactions.

Regulation (EU) 2024/1183 establishes the European Digital Identity framework. Member States are required to provide EU Digital Identity Wallets in line with the Regulation and implementing acts.

The European Business Wallet is a separate proposed regulation. The Council adopted its negotiating position on 9 June 2026; the legislative process is not complete. The proposal focuses on secure, interoperable digital interactions for economic operators.

A four-layer decision

Do not ask an identity credential to carry the whole transaction.

01

Identity and attributes

Wallet-held evidence can identify the actor and carry verified attributes.

02

Organisation

Authentic sources can corroborate the principal’s registered identity.

03

Mandate

WhoActs links principal, representative, act, resource, constraints and time.

04

Relying-party decision

The verifier applies its trust policy and decides whether to accept the act.

What we are building

Interoperable authority evidence.

  • Structured representation mandates
  • Issuer and wallet adapter boundaries
  • Minimum claim presentation
  • Relying-party policy evaluation
  • Revocation and decision receipts

What we do not claim

Official, qualified or legally universal status.

  • No EU certification
  • No official wallet status
  • No QTSP or QEAA qualification
  • No universal determination of legal capacity
  • No automatic power of attorney
